Issue 181: Which are the differences between E31 and E89?

Background: 

The first sentence of the scope note of E31 might be deemed more fitting for E89 Propositional Object than for E31 Document. Are these two classes redundant? If so, which one is really needed in the model? If not, how could the scope note be reworded?
